Because solar panels must have access to sunlight, completely covering a panel with snow would not allow it to collect solar power. Most panels are placed at an angle, allowing snow to slide off of the panel before it collects.
If you have a battery storage system, it can kick in as a backup for short periods of snow cover, and if a longer period of snow cover is expected panels are easy to wipe free of snow.
